Narrative Positioning Policy

As investors in Canada’s creative industries, the CMF is committed to encouraging content creation that is both representative and accountable to all individuals and communities. Projects with key storylines, main characters or subject matter related to Indigenous and Equity-Seeking Communities should only be made by individuals who are well-positioned to tell the story.

Under this Policy, ‘well-positioned’ shall mean:   ​

  • being a member of the applicable Indigenous  or Equity-Seeking Community(ies) connected to the project; or ​
  • demonstrating comprehensive measures that have and will be undertaken to create the content responsibly, thoughtfully and without harm.  ​

This Policy holds that the further removed a content creator is from the applicable Indigenous  or Equity-Seeking Community(ies), the more comprehensive the measures they must demonstrate.

Our Commitment

As investors in Canada’s creative industries, we are committed to supporting a healthy ecosystem that thrives in a culture of mutual respect, dignity and inclusivity that is free from any form of harassment.

Our success depends on reflecting and embracing Canada’s wealth of diversity. We are determined to be a place where our team members, clients and stakeholders feel comfortable and supported in all their diversity, and where they can develop to their full potential regardless of background or personal circumstances.

Our Guiding Principles

We continue to support the prevention and eradication of harassment, in any form, in our own organizations and in the companies we support. We encourage the industry to respond to harmful behaviour in a timely and meaningful way.

We believe that:

  • creating and maintaining an inclusive and respectful workplace is everyone’s responsibility;
  • harassment cannot be tolerated;
  • complainants and victims of harassment must be supported and protected;
  • safe reporting mechanisms should be put in place to protect complainants and victims; and
  • awareness and education on the prevention of harassment are critical elements to ensuring safe and inclusive workplaces for everyone.

We expect all companies that work with, or seek funding from, our organizations to respect these principles, comply with relevant laws and to implement policies and procedures for a harassment-free workplace including in relations with the Canada Media Fund (CMF) and Telefilm Canada as the CMF Program Administrator (CMFPA).

Safe Workplaces training module

Everyone deserves to work in an environment free of discrimination, harassment, bullying and violence. In partnership with CMPA and Telefilm Canada, we developed a Safe Workplaces training module, which aims to provide individuals working in Canada’s screen-based production sector with a collective understanding of the basic tenets of a safe and respectful workplace, and set expectations of behaviour.
