Toronto, April 8, 2026 — Following a national consultation with industry partners, organizations, and creators, the Canada Media Fund (CMF) today published the 2026–2027 guidelines for our revamped Sector Development Support program with a $3.5M budget.

“The insights we received through this consultation highlight the resilience of our sector and a clear call for a funding program that strengthens stability and closes professional development and workforce gaps, which in turn fuels career development and company growth,” said Valerie Creighton, President and CEO, CMF. “We are grateful to our partners and the many participants for sharing their perspectives with us. Your input played a starring role in shaping a reimagined Sector Development Support program for the CMF.”

We are also renewing our Accessibility Support Program (ASP) and expanding our network of service providers and tailored supports.
Key changes

Funding streams

As announced on March 18, we are implementing two Sector Development Support funding streams—Workforce Advancement and Organizational Advancement—to better meet the needs of the industry.

Each stream will have a single, selective intake period per fiscal year. Applicants may request up to $100,000 in either stream for single organizations, or up to $250,000 for two or more organizations working in collaboration in the Workforce Advancement stream. Following repeated feedback throughout the consultation, we are also removing contribution maximums tied to regionally scoped projects.

Additionally, a minimum of two-thirds of the Sector Development Support program budget is dedicated to organizations majority led by—and mandated to serve—Indigenous, Equity-Deserving, and/or Regional Communities. One-third of the program budget is earmarked for French-language projects.

Workforce Advancement

The Workforce Advancement stream is open to Canadian non-profit corporations, industry associations, and guilds with a primary mandate in the Canadian screen-based sector. Applicants can be single organizations or two or more non-profits working in collaboration. Project intake for this stream will open on May 29 and close on June 5, 2026.

View the Workforce Advancement stream guidelines and evaluation criteria

Organizational Advancement

The Organizational Advancement stream will be open to Canadian non-profit corporations with a primary mandate in the Canadian screen-based sector. Applicants may be single organizations only and funding may be used over an 18-month period at the discretion of the successful applicant. Project intake for this stream will open on July 3 and close on July 10, 2026.

Webcasts

CMF Industry Development staff will host webcasts to provide more information about these changes and address industry inquiries on the following dates:

English: May 12 at 1 p.m. ET

French: May 13 at 1 p.m. ET

The webcasts will be by invitation only. You may request an invitation by sending an email to industries@cmf-fmc.ca.

About the process

In June 2025, our Industry Development team (formerly known as Growth and Inclusion) announced its most extensive consultation process to date. The multi-phased engagement was designed to better understand the needs and opportunities of Canada’s dynamic screen industry and to help guide the next phase of the program. More than 200 individuals and organizations from coast to coast to coast shared insights on what’s working, where gaps remain, and how the Sector Development Support program can evolve to better support sector growth.

Through a national survey, as well as virtual and in-person working group sessions, several recurring themes emerged. What we heard was the need for:

Practical training in business affairs, legal matters, and strategic planning at all career stages.

Market access as a critical component for all creatives, with disparities in access and inclusion in regional areas.

Better access and support for Interactive Digital Media creators.

Organizational funding (beyond project-based grants) to ensure stability, competitiveness, and sustainability, particularly for small organizations led by and for Indigenous and Equity-Deserving communities.

Clearer pathways from program completion to employment.

Simplified CMF application process.

Thank you to communities across Canada for participating in the consultation and for their vital feedback and input into updating the CMF’s Sector Development Support program.

Launched the 2019–2020, the CMF’s Sector Development Support program is a cornerstone of our three year All In Equity, Diversity, Inclusion, and Accessibility strategy. Informed by community feedback and ongoing collaboration, the program offers funding to industry activities that demonstrate the potential to positively impact Canada’s audiovisual ecosystem and address industry gaps in distinct and identified areas. Sector Development Support funding is awarded on a selective basis and juried by a team of CMF staff and external advisors, including members of Indigenous, Equity-Deserving, and/or Regional communities.

Update: On April 8, 2026, the CMF's total program budget for fiscal year 2026-2027 was revised from $359M to $362.6M.

Toronto, April 1, 2026 — The Canada Media Fund (CMF) today presented our Program Budget for the fiscal year starting April 1. Totalling $362.6M, the budget furthers the modernization of our funding model while maintaining as much stability as possible for the industry.

Note: The full Industry budget and slate of programs will be announced Wednesday, April 8, and will also provide information about webcasts detailing changes to Sector Development Support programs.

“Amidst continued disruption, judicial and regulatory uncertainty, and following extensive consultation with the sector, the CMF has made a strategic decision to provide as much stability as possible for the industry,” said Valerie Creighton, President and CEO, CMF. “In 2026–2027, support for television content continues to represent the vast majority of CMF funding—about 84 per cent of the CMF’s Ideation and Creation Program Budget. Every program devoted to television funding has maintained its 2025–2026 allocation level.”

“In parallel, we are accelerating our modernization to better serve a rapidly evolving industry. The budget allocated to interactive digital media (IDM) will increase 36 per cent compared to last year. We’re adding a million dollars to the Digital Creators Pilot Program budget and opening it to podcasters. And we are excited to launch a new Business Development Program later this year that will focus on support for producers to grow their businesses and expand into new markets.”

“We thank the Government of Canada and Canada’s cable, satellite, and IPTV distributors for their continued partnership and support of Canada’s screen-based industry.”

Toronto, March 24, 2026 — “Modernize, mobilize, maximize, monetize”: Under the banner of a new vision and mission that puts our country’s stories front and centre, the Canada Media Fund (CMF) today announced the launch of our 2026–2029 Strategic Plan with four strategic pillars to guide our work over the next three years as we reimagine the way forward, ignite the spark in Canadians, unlock the industry’s full potential, and fuel its growth.

The outcome of our three-year strategy will be investment in a stronger and globally competitive industry that supports the creation and international reach of Canadian and Indigenous stories while generating economic and cultural returns that benefit everyone.

“Our new strategic plan positions the CMF to support creators and companies in a global marketplace, ensuring we invest in the opportunities they need to come out ahead of the competition,” said Valerie Creighton, President and CEO, CMF. “As the country’s largest funder of screen-based content, we know that investing in Canada’s cultural industry is a nation-building project. By modernizing our programs, strengthening partnerships, and capitalizing on innovation and growth, we will do our part to champion authentic Canadian and Indigenous stories that meet audiences where they are and reflect how producers create, at home and around the world.”

Toronto, March 18, 2026 — The Canada Media Fund (CMF) today provided a preview of changes to the Sector Development Support program for the 2026–2027 fiscal year. While the program changes will go into effect on April 8, 2026, we are providing advance notice to give eligible applicants and communities of focus more lead time to prepare funding applications.

Please note: The CMF and the CMF’s Program Administrator (CMFPA) at Telefilm will answer questions relating to the 2026–2027 Sector Development Support program starting April 8.

In response to what we heard directly from our communities about how to foster stability, address professional development and workforce gaps, and support long-term resiliency and growth for an evolving screen sector, the CMF will divide Sector Development Funding into two streams:

Workforce Advancement Stream: Supports capacity building and market access activities focused on training, apprenticeships and work placements, business skills development, and market-ready preparation that lead to industry success. We will accept applications during our spring intake.

Organizational Advancement Stream: Supports industry organizations to strengthen their expertise and advance their mandates, fostering stability and growth for screen sector organizations and the communities and creators they serve. We will accept applications during our summer intake.

Additional Sector Development Support changes and further details about the two streams will be released on April 8, 2026, followed by webcasts scheduled for later in the month.

Launched in 2019–2020, the CMF’s Sector Development Support program is a cornerstone of our three year All In Equity, Diversity, Inclusion, and Accessibility strategy. Informed by community feedback and ongoing collaboration, the program offersfunding to industry initiatives that demonstrate the potential to positively impact Canada’s audiovisual ecosystem and address industry gaps in distinct and identified areas.

Toronto, March 2, 2026 — The Canada Media Fund (CMF) today provided a preview of a number of changes to the upcoming 2026–2027 Content Program Guidelines. While the full list of 2026–2027 changes and budget allocations will be published on April 1, 2026, the CMF is providing advance notice of new policies that may require more lead time for industry members.

Please note: The CMF and the CMF’s Program Administrator (CMFPA) at Telefilm will answer questions relating to the policies below when they take effect on April 1, 2026.

Distributor Program

The Distributor Program will become an Envelope program.

To determine Envelope Allocations for the 2026–2027 year, the CMF will employ a formula that measures a distributor’s historic access to funds from our Linear programs, including the Distributor Program. Eligible Canadian Distributors that do not earn an Envelope Allocation for the 2026–2027 year will have the opportunity to use Envelope funds from an “Alternative Access” pool to support projects. Funding will be available to Eligible Canadian Distributors on a first come, first served basis.

While an updated version of the CMF’s Appendix A reference document will be published on April 1, 2026, distributors are encouraged to review the CMF’s definition of Eligible Canadian Distributor found in Section 7 of the current version and ensure their status has been confirmed by the CMF’s Program Administrator at Telefilm.

Like the CMF’s Broadcaster Envelope system, the Distributor Envelope Program will evaluate an Eligible Canadian Distributor’s performance (relative to other Distributors) across a number of categories (called “Factors”) within designated Program budget carve-outs allocated to the CMF’s four genres.

To determine the 2027-2028 Envelope Allocations,

Toronto, February 19, 2026 — The Canada Media Fund (CMF) today announced the nine projects selected for funding through the Changing Narratives Fund for the 2025–2026 fiscal year, a $940,000 investment that will help build a more representative and resilient Canadian audiovisual sector.

The 2025–2026 cohort embodies this collective goal through projects that strengthen skills, expand networks, and support career sustainability for creators across the country. The selected initiatives include a workforce development program offering paid job placements for Black film producers and an Indigenous-led virtual production training program addressing gaps in access to immersive media training and equipment, among others.

“This year’s projects demonstrate how targeted investments are at the root of meaningful, long-term change,” said Joy Loewen, the CMF’s Vice President of Industry Development. “By investing in training, mentorship, and leadership pathways rooted in community, the Changing Narratives Fund is helping to lay the groundwork for a more inclusive industry, one where creators from all different backgrounds and lived experiences can seize new opportunities and shape the future of Canada’s storytelling.”

View the selected projects

The nine supported projects span five provinces—three in Ontario, three in Quebec, one in Alberta, one in British Columbia, and one in Manitoba—with programming delivered in both official languages (six English-language projects and three French-language projects). Collectively, they demonstrate a strong national and regional reach while responding to structural barriers that continue to limit equitable participation in Canada’s audiovisual sector.

Launched by the Department of Canadian Heritage in 2024–2025, the Changing Narratives Fund was created to address systemic gaps in professional development, mentorship, and leadership pathways for creators from Indigenous, Black, racialized and ethno-religious minorities, Persons with disabilities/Disabled persons, and 2SLGBTQ+ communities. The CMF administers a $4,456,246 portion of the total $10M made available through the Fund. A first instalment of $2,456,246 was allocated in 2024–2025, and a final disbursement of $940,000 will be announced in 2026–2027.

Toronto, February 5, 2026 — The Canada Media Fund (CMF) today published the third edition of our Demographic Report, with data collected from individuals who self-identified through our PERSONA-ID system for our funding programs in the 2024–2025 fiscal year.

“This report is a powerful reminder of the CMF’s commitment to transparency and using data to drive learning, accountability, and continuous improvement,” said Joy Loewen, the CMF’s Vice President of Industry Development. “By regularly examining who is accessing our funding and how, we gain clearer insight into where progress is happening and where more focus is needed. This work is essential to advancing equity across the industry and responds to actions identified in our 2024–2027 EDIA Strategy, All In: Embedding Equity, Diversity, Inclusion, and Accessibility in the audiovisual industry.”

Key takeaways

Interactive demographic dashboard: New this year, our interactive dashboard offers new ways of visualizing and cross-referencing demographic data in line with our commitments to transparency and data accessibility.

Representation is improving: Overall representation of Diverse Communities steadily increased over the last three years, particularly among Disabled Persons/Persons with Disability(ies) and in interactive digital media (IDM) projects.

Canada’s regions show different strengths and different barriers: Representation varies significantly across the country’s regions. The Prairies, for example, have the highest Indigenous representation in linear projects, while Ontario and Quebec lag on that measure. These differences point to both unique regional strengths and persistent structural barriers that may require tailored strategies.

Access the report below for a full analysis of the key takeaways.

A cornerstone of our Equity, Diversity, Inclusion, and Accessibility Strategy PERSONA-ID is a self-identification system used to measure and monitor the demographic representation of Key Roles and Ownership shares in projects submitted to and supported by the CMF. The confidential demographic data is used in an aggregated and anonymized form to inform our policies and programs that provide support for creators in Canada’s audiovisual sector.
