English Production Incentive

The CMF monitors television production activity in each Canadian province and territory. Where production activity drops significantly below a 5-year average in any province/territory, the CMF may implement an English Production Incentive for that/those province(s) or territory(ies) in the following fiscal year.

The CMF considers a drop in production activity of more than 20% to be significant, but retains the discretion to implement an English Production Incentive for drops of less than 20% when circumstances dictate. For provinces/territories with production activity of less than 1% of the national total, the CMF will provide minimum English Production Incentives for each province/territory.

Once a province or territory has qualified for an English Production Incentive in a given fiscal year, in the following year that province/territory will be allocated either: 1) the allocation it would normally receive under the CMF's allocation formula if the province/territory again qualifies for the English Production Incentive; or 2) if it does not again qualify for the English Production Incentive, for one year only, 50% of what the province/territory received in the previous year.

We encourage applicants to submit their applications as early as possible as available funds are distributed on a first-come first served basis.

The following provinces and territories have qualified for the incentive with the following original allocations.

Alberta $2.757,000
New Brunswick $200,000
Northwest Territories $200,000
Nova Scotia $3,648,000
Nunavut $200,000
Prince Edward Island $200,000
Saskatchewan $4,115,000
Yukon $200,000

This program is part of the CMF's convergent stream; thus, projects funded through this stream must include content to be produced for distribution on at least two platforms, one of which must be television.

To access funding a project must meet all requirements set out in the 2013-2014 Guidelines. Only applications that meet all requirements will be considered.

Applicants may choose to opt for interim financing, which involves assigning payments under the financing agreement to a bank as security. If you intend to access interim financing, complete the Notice and Direction form and forward it to your business analyst. If you are in Quebec, you will also have to forward a copy of the hypothec to your business analyst.

Rough Cut/Beta Version Eligibility Certificate

Once your application has been reviewed and approved, it will move to contracting. The CMF Financing Agreement will set out the drawdown payment deliverables, which will include completing the Rough Cut / Beta Version Eligibility Certificate. Please note that the CMF must receive a copy of your Rough Cut no later than  the date you deliver the Rough Cut to the first-window Canadian broadcaster, or VOD service or any other financier.

Once the television component has been completed and delivered to a Canadian  broadcaster and the digital media component (as applicable to the convergent  project) has been completed and made available to the Canadian public, you must submit all Phase II Closing Documentation as set out in the CMF Financing Agreement.

Please note that due to their superior preservation quality, only HDCAM or  HDCAM-SR copies of television components and optical disks of digital media  components are acceptable as Phase II deliverables.
