The CMF allocates funds to a broadcaster’s envelope by calculating the broadcaster's performance in each language and genre relative to all other broadcasters competing for those funds. 

Envelopes are calculated on the basis of the following six performance factors: 

• Historic Performance;
• Regional Production Licences;
• Above Threshold Licences;
• Audience Success – Total Hours Tuned (THT);
• Audience Success – Original First Run (OFR);
• Digital Media Investment

Each year, the relative weight of each performance factor is set to determine funding allocations.
